    Project Overview

    Central Washington University (CWU) is requesting Statements of Qualifications (SOQs) from qualified engineering teams to provide engineering design, permitting, and construction administration services related to the engineering, permitting, and construction administration of Feeder 14 serving substation 1 at CWU’s Ellensburg campus.  CWU is utilizing its consultant roster for this selection.

    This project has received funding through the Washington Office of Financial Management (OFM) 2026 Supplemental Capital Budget. The scope of this project supports CWU’s long-term resiliency planning.

     

    PROJECT BACKGROUND:

    Central Washington University seeks funding to replace Feeder #14 on the south section of campus that primarily supports our campus data center in Samuelson Hall.  The data center is the central hub of sensitive and student, faculty and staff information, as well as the primary source of distribution for our networking across campus.  Several of our feeders have exceeded their 30-year life span and introduce a high potential risk for failure.  Feeder #14 is one of these critical systems of ensuring ongoing campus operations.  In addition to the data center, feeder #14 will also be the primary power path for our second geothermal facility. Over the course of the next 15-20 years, CWU anticipates nearly 500% growth in electrical demand to support its geothermal campus conversion.

     

    PROJECT SCOPE OF WORK

    Deliverable I: Desktop Study

    • Conduct desktop study and onsite survey of CWU’s electrical grid infrastructure related to substation 1 and the existing Feeder #14.
    • Organize stakeholder meeting with CWU, permitting team, and City of Ellensburg to finalize configuration.

     

    Deliverable 2: Engineering, permitting and construction documents for Feeder 14 Upgrade

    • Complete engineered electrical design and campus grid integration, including alternate feed sequencing for on-campus outages.
    • Conduct pre-application meeting with City of Ellensburg.
    • Fulfill permitting requirements for:
      • Washington Labor and Industries
      • City of Ellensburg
      • Any other applicable agencies
    • Coordinate and attend stakeholder meetings throughout permitting.
    • Deliver complete bid-ready construction document package.

     

    Deliverable 3: Construction Administration (Post Notice to Proceed from Washington Department of Ecology)

    • Support bid phase and manage bid opening.
    • Provide construction monitoring and administration services.
    • Review submittals and change orders; provide recommendations to CWU.
    • Assist with final project closeout documentation, including:
      • Asset data
      • Equipment specifications
      • O&M manuals
      • As-Built Drawings

    1. Introduction

    Central Washington University (CWU) is soliciting proposals from qualified firms to design, develop, and install brand wayfinding signage and vinyl wall images as part of an aesthetic refresh of Bouillon Hall first floor known as the Student First Center.  CWU’s marketing team has developed brand criteria associated with this refresh with information on color, font and imagery.

     

    We’re soliciting fabricator vendors capable of taking concept imagery and producing physical displays.

    The selected consultant/team shall provide company produced demonstrations of wall signage, wayfinding, and/or vinyl branding.

    This RFP is intended to identify a partner with concept development, fabrication, and installation expertise

     

    1. Project Background

    CWU is actively advancing campus-wide branding over haul in line with the imagery produced by our Marketing and Communication office (MARCOM).   Information regarding CWU branding is available at:  https://live.standards.site/cwu

     

    The basis of design for this scope of work is enclosed with the:

    • Attachment A – Student First Center document.

     

    This Interior Update document captures the imagery associated with the concept of the interior refresh.

    • Page 3, 4, & 8 capture demonstrates of a wayfinding pedestal (or wall mounted) that is envisioned at each of the door entries along with sample directional signage, room marker, and regulatory signage.
    • Page 5 reflects place marker signage concept
    • Page 6 reflects raised brand signage concept
    • Page 7 reflects large scale wall vinyl branding
    • Page 10 and 11 represents further wall branding imagery.

     

     

     

    1. Scope of Services

    The selected proposer shall provide all labor, design, fabrication and installation resources associated with the concept branding provided in Attachment A.

    Revised Base Bid Scope:

     Project Overview

    Central Washington University (CWU) is requesting Statements of Qualifications (SOQs) from qualified architectural & engineering teams to provide architectural, engineering design, permitting, and construction administration services related to the Aviation Degree Expansion at Bowers Field in Ellensburg, WA. These services will include a preliminary Discovery program verification, permitting, architectural & engineering design, and construction-phase administration.

    PUBLIC WORKS ROSTER PROCEDURE:  This campus project is being delivered using CWU’s Public Works Roster process.     ELECTRONIC BID OPENING:  The electronic bid opening process shall consist of an email submitted to Gary Gleason, Construction Project Coordinator, [email protected] . The email submission shall have the Bid Form  (See Section 00 2000) attached in PDF format. The email with the Bid Form must be submitted prior to 2:00 PM Pacific Time, Wednesday, August 6, 2025. Upon receipt of the electronic bid, the CWU Construction Project Coordinator will reply to the email address and acknowledge receipt of the Bid Form.

    BASE BID:  The base bid amount the Contractor submits shall be to furnish all labor, supervision, materials, services, and equipment required to replace water piping in accordance with the Bid/Construction Documents.

    The purpose of this project is to complete a mechanical upgrade for the Early Childhood Learning Center (ECLC) Heating and Cooling on the Central Washington University (CWU) campus in Ellensburg, Washington. The project includes the demo and removal of 6 (six) hydronic heat fan coils, air conditioners, and water lines connecting to the boiler & capping, and with new Carrier DX Fan coils and Heat pumps.
